Defend "the safety at the tip of the tongue" with sound laws
On May 14, Premier Li Keqiang chaired a meeting of the State Council, during which the "Draft Revised Food Safety Law of the People's Republic of China" was approved in principle. The meeting emphasized that ensuring food safety is essential for the well-being of every consumer and reflects the Party and government's strong commitment to protecting people's health and safety.
Food safety is a fundamental concern for everyone, directly affecting quality of life and physical health. It is a matter of utmost importance. When people are uncertain about whether they can safely eat pork or drink branded milk—especially in light of past incidents like the "China on the tip of the tongue" and "tears and emotions"—public trust in food safety has been severely shaken. The "safety at the tip of the tongue" has repeatedly failed, not only endangering lives but also testing the government’s ability to govern effectively.
Food safety is both "produced" and "managed." Any oversight in production or management can pose serious risks. From numerous food safety scandals, it's clear that the main threats include unscrupulous manufacturers, dishonest sellers, weak supervision, and insufficient penalties. Most efforts to address these issues have been reactive, focusing on immediate fixes rather than long-term institutional solutions. As a result, the cycle of fake and substandard products continues. A comprehensive food safety law is essential to ensure that all stages—from production to consumption—are properly regulated.
Compared to previous amendments, this revised draft focuses on four key areas: First, implementing the strictest whole-process management across production, sales, and catering services, strengthening the responsibility of producers and operators, and improving traceability systems. Second, establishing the most rigorous regulatory and penalty system, with increased fines for illegal activities and strict legal action if criminal offenses are involved. Third, enhancing risk monitoring, assessment, and food safety standards, adding requirements for accountability meetings and risk-based management. Fourth, introducing reward systems for reporting violations and liability insurance, encouraging consumers, industry associations, and media to participate in oversight and forming a collaborative governance model.
These updates cover all aspects of food safety, particularly improving traceability, increasing penalties, and reinforcing accountability for local officials and supervisors. This addresses past weaknesses in law enforcement and represents a significant step forward. As Mencius once said, "If you are not good enough, you cannot do it yourself." The revised Food Safety Law shows the government's confidence and determination in protecting people's "safety on the tip of the tongue."
With the integration of effective governance and legal frameworks, we hope this updated law will serve as a powerful tool to resolve ongoing food safety challenges. Ensuring food safety requires more than just government efforts—it demands the involvement of all sectors of society. Only through collective action can we build a stronger, more reliable food safety system that protects people from harm in every aspect of their daily lives.
