Hebei Province has set ambitious targets for reducing industrial overcapacity by 2017. These include cutting steel production capacity by 60 million tons, cement by 61 million tons, standard coal consumption by 40 million tons, and flat glass output by 36 million weight boxes. This initiative is part of a broader effort to improve air quality and promote sustainable economic development.
The province has long struggled with severe air pollution. In recent years, several cities in Hebei, such as Shijiazhuang, Baoding, Xingtai, and Hengshui, have frequently ranked among the most polluted in the country. During the past Lantern Festival, air quality in these areas was particularly poor, with Zhangjiakou, Langfang, and Weifang also experiencing heavy pollution. Residents not only face health risks from smog but also often face criticism for the environmental conditions in their regions.
According to data from the Hebei Provincial Department of Industry and Information Technology, energy consumption by enterprises accounts for nearly 50% of the total energy use in large-scale industrial enterprises. The steel, cement, and flat glass industries are major contributors to both energy consumption and emissions. To address this, the province has focused on adopting new technologies and materials aimed at improving energy efficiency and reducing environmental impact.
In 2014, Hebei aimed to cut crude steel production by 15 million tons, cement by 11 million tons, and flat glass by 18 million weight boxes. These reductions were intended to support the transition of the industrial sector toward more sustainable practices. Efforts included implementing energy efficiency benchmarks, strengthening energy management for key enterprises, and promoting the construction of national-level energy management centers.
To combat air pollution, the province has supported the "coal-to-gas" and "coal-to-electricity" transitions in industrial sectors, as well as pilot projects for cleaner coal utilization. It has also focused on improving industrial smoke and dust control, creating 15 clean production parks, and implementing 30 key clean production projects.
Additionally, Hebei has emphasized water conservation and the comprehensive utilization of industrial solid waste, including tailings. The establishment of the Chengde Solid Waste Comprehensive Utilization Research Institute aims to drive technological innovation and industrial development in waste recycling.
By 2017, Hebei aimed to achieve significant reductions in fine particulate matter (PM2.5) concentrations. In cities surrounding Beijing—such as Shijiazhuang, Tangshan, Baoding, and Langfang—the target was a 33% decrease compared to 2012 levels. Xingtai and Gansu were expected to see a 30% reduction, while Qinhuangdao, Zhangzhou, and Hengshui would aim for over 25% drops. Chengde and Zhangjiakou were targeted for more than a 20% decline. Overall, the province hoped to reduce PM2.5 levels by over 25% compared to 2012.
