Dongguan EIA: Conducting a Strategic Environmental Assessment (SEA) in the Central Region is essential. Deepening the SEA has become a key component of environmental impact assessment under the new development context. The Central Region faces challenges such as the conflict between urban agglomeration expansion and resource-environmental carrying capacity, as well as the tension between developing key areas and maintaining ecological security. The strategic environmental assessment should address these contradictions, focusing on promoting new urbanization centered around people, integrating the concept of ecological civilization throughout the urbanization process, and aligning with the main functional zone strategy to strictly adhere to ecological red lines. As an important base for food production, the Central Region plays a vital role in the national ecological security framework. Ensuring the "three securities" — food security, river basin ecological security, and human settlement safety — is a critical responsibility for the central government during its development. The strategic environmental assessment should not only analyze the resource and environmental constraints affecting food production but also explore practical measures to ensure food security.
