Dongguan EIA: Conducting a Strategic Environmental Assessment (SEA) in the Central Region is essential. The implementation of the Central Region Development Strategy aims to further expand environmental protection's role in comprehensive decision-making, promoting a balanced relationship between economic growth and environmental conservation. According to Dongguan Environmental Protection, the main components of the strategic environmental assessment for the Central Region include analyzing regional economic and social development strategies, assessing the current status and evolution of the ecological environment, evaluating key resources and environmental pressures, conducting a comprehensive assessment of resource and environmental carrying capacity, and analyzing the environmental and ecological risks associated with major regional developments. It also involves formulating an overall strategy for environmentally optimized economic and social development and providing recommendations for coordinated development of the economy, society, and environment in key regions.
The Central Region faces challenges such as the contradiction between urban agglomeration expansion and the carrying capacity of natural resources and the environment, as well as the tension between developing key areas and ensuring ecological security. The strategic environmental assessment should address these issues, focusing on promoting a human-centered new urbanization model, integrating the concept of ecological civilization throughout the urbanization process, and aligning with the main functional zone strategy to strictly protect ecological red lines.
